Learnworlds is an LMS platform used for creating training programs.  The LMS includes a build-in website builder, so you do not need to purchase a hosting provider for your website.  The software is very easy to use.  Reviews.Education spent several weeks setting up a sample training program and found it to be very easy.  Almost all file types can be uploaded to the system, including SCORM files if you like to create your training in that format.
